A reinforcing bid built off the bar list is a bid that's already priced the easy 80%. Tonnage, bar size, grade and spacing are exactly what the placing drawings are for, and any competent estimator gets to roughly the same number reading them. Where reinforcing bids actually go wrong is the boundary work: embeds that need to be cast in before the pour but belong to nobody's stated scope, and supply/install language that quietly changes which half of the job you're actually pricing.
This is a working list of where that boundary sits, built from what shows up across real Canadian ICI tenders — not a bar-bending reference, a list of the specific questions worth answering before the number leaves the office.
What's reliably yours
- Supply, fabrication and placement of reinforcing steel — rebar and welded wire mesh per the placing drawings: bar sizes, grades, spacing, hooks, bends and concrete cover. Chairs, bolsters and supports are part of placement itself, not an accessory line to negotiate separately.
- Lap splices, couplers and development — lap lengths and Class A/B/C splice designations, mechanical couplers where specified, and development or embedment lengths. These aren't background detail; they're priced directly, because splice class and coupler requirements change both material quantity and labour.
- Placing (shop) drawings and submittals — bar lists, bending schedules, mill certifications and coating certifications. The lead time these submittals need against the pour schedule is a real cost, not a paperwork formality — see the watch-for on approval cycles below.
- Coated and specialty reinforcing — epoxy-coated, galvanized or stainless bars where specified, including the handling and repair requirements that come attached to them. Coated bar isn't just a material upcharge; it changes handling procedure on site too.
Where the fight actually happens
Dowelling into existing concrete
Drill-and-epoxy dowels into existing structure show up constantly on renovation and addition work, and there's no consistent convention for whose scope they land in — sometimes the documents assign them to reinforcing, and just as often they're carried by the concrete trade or the demolition trade instead. This is a genuinely conditional item: it needs the specific assignment language extracted from this tender rather than an assumption carried over from the last renovation job, because the three plausible owners each have a real basis for being it.
Post-tensioning
Post-tensioning supply and stressing is its own specialty trade, usually contracted separately from mild-steel reinforcing. What stays yours even when PT is excluded is the coordination inside PT zones — mild-steel placement has to work around banded tendons and column-strip congestion, and that coordination cost exists whether or not you're pricing the tendons themselves. Confirm explicitly that the tendons are excluded rather than assuming it from the presence of a PT specialty sub elsewhere in the documents.
Supply-only or place-only splits
Some tenders split furnish from install cleanly — one party supplies fabricated bar, another places it — and the classic mistake is pricing full tonnage against a scope that's actually placement-only, or vice versa. This isn't a rare structuring; it's common enough that the split needs to be checked explicitly on every tender rather than assumed to follow the standard supply-and-install model by default.
The other half: what isn't yours, even when it looks close
- Concrete supply, placement and finishing — the concrete itself belongs to other trades. What stays relevant to you: reinforcing congestion that affects placement, like tight bar spacing that restricts tremie or vibrator access, since that congestion is a direct consequence of how this trade detailed the steel.
- Formwork and shoring — a separate trade's scope entirely, with its own pricing logic.
- Structural steel and miscellaneous metals — embed plates and anchor bolts are usually a steel or miscellaneous-metals supply item, not reinforcing's. The nuance is the whole point of the next section: the documents decide who owns embeds, and on a striking number of tenders, they simply don't say.
Six things that hide outside the placing drawings
- Dowels and embeds assigned to nobody. This is the most common gap in reinforcing bids, full stop: anchor bolts, connection plates, sleeves and mechanical anchors that must be cast in before the pour, with no trade's scope claiming them. Extract every embed requirement in the documents and who, specifically, is assigned to it — and flag every one that isn't.
- Supply vs. install language. "Furnished by others," "installed by others," "by others" — every occurrence changes what you're actually pricing, and the three phrasings aren't interchangeable. Extract the exact wording each time it appears rather than treating "by others" as a single category.
- Splice and development changes in general notes. Structural general notes routinely override the standard placing conventions — splice class changes, a "no field bending" directive, or mechanical couplers required above a stated bar size. These override clauses are easy to miss because they read like a footnote to the placing drawings rather than a change to them.
- Coating triggers. Epoxy or galvanized requirements tied to exposure — parking decks, marine conditions, de-icing salts — are often stated once in a durability paragraph and never repeated per element, which means a single sentence decides the coating spec for bar you'll take off page by page.
- Special inspection responsibility. Who retains the special inspector (IBC 1705.3-style requirements) and what pre-pour sign-off is required is a schedule and cost item whenever it lands on this trade rather than the general contractor.
- Placing-drawing approval lead time. Submittal review cycles tied to the pour schedule, not to notice-to-proceed, are the leading cause of pour delays this trade ends up owning — build the approval cycle into your schedule assumption, not just the fabrication lead time.
Who you're actually sharing the pour with

The pass that catches most of this
Read the placing drawings for tonnage, then read the structural general notes a second time specifically for embed requirements and "by others" language — that second pass is where the real risk lives, not the first. Every anchor bolt, sleeve and connection plate on the documents needs a named owner before the pour, not an assumption. The bar list gets you a defensible number; the boundary items above are what keep that number from being the reason a pour gets held up.
