Full disclosure before anything else: this guide is published by a software vendor, and it ends by telling you where our own product fits. Everything before that point is written the way I'd explain it to another estimator over coffee — including the several situations where the right answer is a competitor, or nothing at all.

The confusion in this market has one root cause: "estimating software" is three different product categories wearing one name. Buy the wrong category and the tool isn't bad — it's answering a question you didn't ask.

The three categories

  1. Takeoff tools measure drawings: areas, lengths, counts, sometimes assemblies that convert measurements into material quantities. PlanSwift, STACK, and On-Screen Takeoff live here.
  2. PDF markup and collaboration tools are about the documents themselves: annotation, overlay, sharing, and measurement as one feature among many. Bluebeam Revu is the category, for practical purposes.
  3. Bid-period tools work on what the documents say: what's in scope, what the addenda changed, what needs a price against which clause. This is the newest category and the thinnest — it's where Tender Helper lives, and we'll get to it with the same skepticism as the others.

What no category above does, incidentally, is price anything. Unit rates, productivity, margin — those stay in your head and your spreadsheet in every scenario on this page. Anything that promises otherwise is promising to guess.

What the whole market doesn't do

Here's the gap that surprises people doing this comparison for the first time. Take a real ICI tender — a 900-page project manual, four addenda, sixty drawing sheets — and ask: which tool reads the spec?

The takeoff suites measure the drawings. The markup tools let you highlight the spec, beautifully. But the actual work of reading Division 01 for the clauses that cost you money, pulling scope out of your trade sections, and checking addendum 3 against what you priced last week — in every tool above, that's still you, a highlighter, and an evening. Their own feature lists say as much: search their product pages for "specification" and you'll find PDF text search, not scope extraction. That gap is the reason our product exists, but it's a real gap whether or not you ever use us — and knowing it exists changes how you evaluate everything else, because it means no takeoff purchase reduces your spec-reading time to zero.

The named tools

Prices below are in USD, from the vendors' published pricing or third-party reporting as of August 2026 — always confirm a current quote; these move.

Bluebeam Revu

The de-facto standard for construction PDF work, and the one tool on this page I'd call a default: if you touch drawings professionally, someone in your office probably needs Revu regardless of what else you buy. Markup, overlay, sheet comparison, studio sessions for shared review — nothing else matches the ecosystem, and half the industry sends you Revu-marked sets whether you like it or not.

  • Pricing: per named user, per year — reported at $260 (Basics), $330 (Core), $440 (Complete), with a newer Max tier around $590.
  • As a takeoff tool: capable but manual — you're measuring with markup tools, and building assemblies is not what it's for. Auto-linking a drawing set's callouts (Batch Link) is gated to the top tier.
  • As a spec tool: it renders and searches the PDF. The reading is yours.
  • Canadian fit: a US product in USD, but format-neutral — it doesn't care whether your spec is MasterFormat or metric. This is the least "US-first" of the US tools because it has no opinions about content.

PlanSwift

Desktop takeoff with drag-and-drop assemblies — the veteran of the point-and-click takeoff category, and lots of subs' first takeoff tool.

  • Pricing: reported around $1,749–$2,000 per license per year depending on source and plan; first year typically includes support and updates, renewing support after that runs extra.
  • Where it shines: single-estimator shops doing repetitive assembly-driven takeoff — plug quantities into cost-loaded assemblies and go.
  • Watch for: it's Windows desktop software with a dated interface, and its assembly/pricing content is US-market-first. Spec reading: none.

STACK

The cloud-native takeoff and estimating platform — the modern counterpoint to PlanSwift's desktop model. Browser-based, collaborative, with prebuilt assemblies and reporting.

  • Pricing: reported around $2,999/yr for a single estimator, stepping down to roughly $2,199/yr per seat at three or more. A free trial exists.
  • Where it shines: teams that want shared cloud takeoff without IT overhead, and shops quantifying many plans fast — its plan-management and overlay tooling is genuinely good.
  • Watch for: the per-seat price is the steepest here, and the assembly libraries again assume US materials and formats. Spec reading: none.

On-Screen Takeoff (ConstructConnect)

The other veteran, now part of ConstructConnect's bid-management ecosystem — which is its real differentiator: if your leads come through ConstructConnect's plan room, OST sits naturally in that pipeline.

  • Pricing: not published — quotes only. Third-party reporting puts it roughly at $1,044–$1,850 per user per year, and the company has been migrating perpetual licenses to subscriptions through 2026.
  • Where it shines: takeoff tied into bid solicitation and plan-room workflows.
  • Watch for: unpublished pricing means budgeting on a sales call; the ecosystem lock-in cuts both ways. Spec reading: none.

The spreadsheet

Excel plus a highlighter is a real competitor and pretending otherwise would insult your intelligence. Its price is zero, everyone already knows it, and it does exactly what you tell it. Its true cost is estimator-hours and traceability: nothing links a cell back to the page it came from, so every "where does it say that?" is a search party, and every addendum is a full re-read. The spreadsheet doesn't scale down your evenings — that's the entire case against it, and for many small shops it still wins on tenders per year.

Note what that table implies: the categories compose. A Revu seat for markup plus a spec-reading tool for the bid period is a coherent stack, not a redundancy — they touch the same PDFs and do disjoint work on them.

And the extraction produces a draft you review against cited sources, not an answer you trust blind — if a vendor tells you their AI reads specs and you don't need to check it, close the tab, theirs and ours both.

The test that settles it either way costs nothing: run one real tender through the trial when signups open, and time your bid-period evening against the last one.
